Excavation permits and rules in Maryland

Anyone digging in Maryland has to notify Miss Utility before work starts. Dial 811 to reach it. The notice period under Md. Code, Public Utilities 12-101 to 12-135: start work date not sooner than 3 business days and not later than 12 business days after the ticket is initiated.^{1, 2}

Maryland licenses contractors through the Maryland Home Improvement Commission (MHIC). MHIC licenses home improvement work on existing homes; no state license covers commercial or new-construction site work.^{3, 4}

A stormwater permit is needed at 5,000 square feet or 100 cubic yards (state erosion and sediment control plan); 1 acre, or less if part of a larger common plan, for the construction general permit.
