Excavation permits and rules in Idaho

Anyone digging in Idaho has to notify Idaho DigLine before work starts. Dial 811 to reach it. The notice period under Idaho Code 55-2201 to 55-2211: Not less than two (2) business days nor more than ten (10) business days before the scheduled date for commencement of excavation, unless otherwise agreed in writing by the parties.^{1, 2, 3}

Idaho licenses contractors through the Idaho Contractors Board (Division of Occupational and Professional Licenses). Who needs a license: Projects with an aggregate contract price of $2,000 or more, or any part of a larger project. Mandatory contractor registration under the Idaho Contractor Registration Act, whose definition of construction includes excavating; no trade exam.^{4, 5, 6}

A stormwater permit is needed at 1 acre, or less if part of a common plan of development or sale that will ultimately disturb 1 acre or more. Coverage is under the IPDES Construction General Permit IDR100000 (Idaho Department of Environmental Quality).^{7, 8}
