Excavation permits and rules in Idaho

Anyone digging in Idaho has to notify Idaho DigLine before work starts. Call 811 at least 2 business days, and no more than 10, before digging.^1-3

The notice period under Idaho Code 55-2201 to 55-2211: Not less than two (2) business days nor more than ten (10) business days before the scheduled date for commencement of excavation, unless otherwise agreed in writing by the parties.^1-3

Idaho licenses contractors through the Idaho Contractors Board (Division of Occupational and Professional Licenses). Registration is needed for jobs of $2,000 or more, and for any job that's part of a larger project. Mandatory contractor registration under the Idaho Contractor Registration Act, whose definition of construction includes excavating; no trade exam.^4-6

A stormwater permit is needed at 1 acre, or less if part of a common plan of development or sale that will ultimately disturb 1 acre or more. Coverage is under the IPDES Construction General Permit IDR100000 (Idaho Department of Environmental Quality).^7-8
